MINUTES:
1. PB meeting July 30, 2008: Motion SH/BS to approve as edited, passed.
2. PB work session August 20, 2008: Motion SH/DH to note that the Nonresidential Site Plan Review process needs to capture potential property changes including building permit applications, owner changes, use changes and alteration of terrain, passed.
COMMUNICATIONS:
1. Gil Bailey in reply to subdivision discussion: DR thanked Board for time and work associated with review of various plans submitted and associated regs.
2. cc: BOS letter to Burrough’s Road Associates re: Heino Road run off: Note: meeting took place with owner who indicated willingness to address driveway runoff as needed; Rusty’s cabin issues are between property owners; SH noted proximity of old Pierce Brook access.
HEARINGS, APPLICATIONS, GUESTS:
1. 7:30PM Ring Minor Subdivision, Beryl Mountain Road, Second hearing: VF explained change made to indicate shared driveway between lots 1 and 2, hearing closed 7:40PM; Motion DH/JJ to accept the application as complete, passed; Motion DH/BS to approve application, passed.
2. Elizabeth Brown re: Derry Hill driveway; Noted approved site requires removal of mature maple, road is scenic; Site Committee will revisit.
COMMITTEE REPORTS:
1. Master Plan: Request web posting by 9/10, hold hearing 9/25.
2. Site:
a. Benway driveway app: Options discussed; Motion SH/JJ to approve contingent on drive center approximately 810’ from pole 562-A20, passed.
b. Patton driveway: Noted drive location does not conform to permit; Motion DR/SH to contact owner with request to notify PB regarding alternatives, include application, send certified, passed.
3. Research: NRSPR footprint discussion took place noting agricultural buildings should be separated from standard, suggested 1,000’ criteria for buildings/structures and 2,000’ for agricultural buildings (It was also noted the definitions of building and structure need work, Research to take Zoning Ordinance definitions on as project for updating at Town meeting in 2009); SH will revise NRSPR draft and work up separate draft timeline.
4. CIP: SLH ready for September meeting
5. HCPP: Info hearing planned for 9/25/8; Noticing in media and Town posting.
6. Tickler: Hube requesting late October deadline; Motion SH/BS to extend as requested, passed.
CONTINUING BUSINESS:
1. Duggan excavation: Notify owner can choose bond type; Permit issued on receipt for term three years from date; Excavation regs need language added covering permit term.
2. Subdivision information/timeline: Still pending.
3. Site Committee time change: 3:00PM Tuesday before PB meeting.
