Public hearing for comment regarding the use of a special revenue fund for fees relating to solid waste management: JT opened hearing at 7PM; No public comment; Hearing closed 7:01PM.

Meeting began: 7:01PM

Minutes:
1. BOS meeting February 1, 2010: Motion GA/TE to approve as submitted, passed.
2. BOS meeting February 10, 2010: Motion GA/TE to approve as submitted, passed.
Bill Manifest: Motion TE/GA to sign as submitted, passed.
Payroll Manifest: Motion TE/GA to sign as submitted, passed.
Reminders: BOS meeting LGC February 16 at 3PM

Recognition of Visitors/Public Input:
1. Dan Jones described commercial proposal for property at 15 Beryl Mountain Road and submitted building permit application for same; Discussion took place as to process: Zoning Ordinance indicates a building permit is needed on "altering the bulk…of a building" and on a change on use; Building permit applications for commercial projects are referred to the Planning Board for Nonresidential Site Plan Review and then returned to the BOS, NRSPR allows abutter input and addresses parking, lighting, waste disposal among other issues; Historically the Zoning Board of Adjustment variance and appeal processes follow building permit denial ( whether this is necessary needs clarification); Any or all of these processes may be required to implement the proposal.

Transfer Station Report:
1. BOS site visit: Discussion took place as to conflicting opinions expressed by attendants regarding the location of the attendant shed; There was consensus that shed construction was marked by ineffective communication and that it will remain as situated at this time.

Highway Department Report:
1. Vehicle maintenance: Mack transmission quote expected; Plow cutting edges ordered to take advantage of 2009 pricing.
2. Pole licensing: Three replacement poles requested on Charlestown Road; KS noted locations are far from road edge; Motion TE/GA to approve, passed.
3. KS reported crew has been using good weather to cut and chip brush on Campbell, Quarrier, Lynn Hill, Heino and Beryl Mountain Roads.

Action Items:
1. Building permits:
a. LaCasse residence, Nye Road: Motion TE/JT to approve pending completion of building permit lines re: zone, septic approval number, plumbing and electrical contractor license numbers, passed.
b. Jones change to commercial use, Beryl Mountain Road: Motion TE/GA to refer to the Planning Board for consideration of change of use and NRSPR, passed.
2. Intents:
a. Draft of owner agreement regarding road alteration; Discussion: Cuts can involve road issues which are owners’ responsibility and a preliminary agreement may serve to bring awareness to all parties before a project starts; Motion TE/GA to approve as first reading and revisit 3-1-10, passed.
3. 2010 Warrant signed.

Discussion:
1. Policy updates: Develop drafts for purchasing and health insurance coverage based on research of surrounding towns.
2. Cemetery Trustees: Letter to recommend 2011 article clarifying perpetual care.
